Druid Bear threat with FFF

I am a new vanilla Druid player. But played one as a main from TBC to MoP. From other expansions, and vanilla guides I have read, states that FFF has aggro value.

When I test this out with ktm, I show no increase in my threat when I use this ability.

Is this just a visual bug, does FFF actually have a threat value in vanilla?

Scenario:

Im tanking ZG on druid, there is also a Warrior second tank. Warrior pulls 3 snakes by hitting snake A with bow. The pack aggroes (Snakes A, B and C) and start moving to the warrior with hostile intentions.

I FFF Snake B and it turns to my direction with hostile intentions, so I aggroed it with FFF while it was in combat. Snake C gets corruption from a warlock, but it has no effect before it actually ticks damage.

I think its safe to say FFF has "some" threat value. Its not major anyhow.
