Mage Blizzard does not scale

I play 29 mage on the server and blizzard seems bugged. It does the same damage per tick with spelldmg as it does without spelldamage.
And i specced "piercing ice" in the frost tree. supposed to increase frost damage spells by 2/4/6% but it does the same per tick with and without talent. It is clealry not working as intended.

The coefficient is terrible for blizzard. It's never scaled well with spell damage. You want to stack int/stam instead.
