Why not, it's just one point and even if you are not putting any points into Improved Curse of Exhaustion you can still use Amplify Curse to increase the movement speed reduction. I guess it's pretty useful in PvP against melee classes but also enables you to DoT and kite or flee from stronger enemies in PvE.
