Warlock Fear in pvp

Is it working properly ?
Im not playing as lock on kronos,but I always played as lock since retail.
A lock feared me, a warrior charged me and I went from 100% to 0% without fear breaking, it happened again but this time a warlock/rogue and same thing.
I already heard from some locks that fear is rarely breaking in pve.

Is it working how it is expected or i was just unlucky ?

recently worked on, mb too buffed?

video evidence would help if you can repeat the scenarios

Only possible if you get a lvl 60 fear and got really really low HP or the lock refeared you multiple times.
