Hello, Does fiery weapon enchant proc have an ICD? If not; will it increase the dps of a weapon considerably should one opt for example to use Seal of the Crusader on a Paladin? Thanks in advance.
 
1) No. 2) No. Fiery weapon is used for its affinity with Seal of Command and Judgement of Command, and as a way to proc Vengeance. Otherwise it's just a cheap enchant you can get until you get something better. The proc rate is steady, but it's still random damage, can be resisted, and it won't work on fire immunes.
