Considering no fight last longer than 2 mins in MC/BWL except nefarian and 4mp5 on bracers is ~100 mana in 2 mins (less than one multishot), you should not use it until T3 (and then it's a matter of taste).
Meh, sure go for the 9 stamina, I'm just saying most likely while raiding MC and BWL you'll never be in a position where 9 stamina is going to matter because you'll probably never be in any danger of dying.
In a world where you can get almost 5k health in preraid BIS gear why would you want more health.
But hey, maybe I'm just tunnel visioning too much on my perspective.
