Hi, Regarding PvP Armor/Weapons stats, do they change during the life of the expansion and how so?

Their stats will depend on when you rank, if you rank early you will have the old stats. The newer stats and items came a lot later, I think after Naxxramas release.

They depend on when you buy them, early on you can buy the early version but if you maintain your rank or get it later you can obtain the upgraded version. Similar to what occured during vanilla and you can follow the timeline to judge if and when you wish to invest time.

This here states that you will get your gear upgraded at some point later on without having to rerank. Only R14 weps that werent in the game such as quickblades, casterdagger will need r14 at later patch.
