Question Kronos VS Kronos IV

What's the difference, aside from population?
Is there any reason to pick Kronos IV over Kronos? seems to me the more players the better.
This is important to me since I came here to play with a friend who plays on Kronos IV and I'm considering convincing him to reroll on Kronos for higher population.
Is there a character transfer?
