Mobs in Desolace

I always heard normal respawn timer of mobs in general is 5 minutes

All mobs in desolace have 10m or more

Is this a normal thing?

No, in general a 10min timer is normal.

mouseover a point on the map on the above linked npc-site, you will notice this 10min timer in most cases but there are some exceptions i think.
