Nat Pagle Quest

I reach 225 fishing and I took the Nat Pagle quest in Dustwallow Marsh (Angle extreme). I have the four correct fish, am level 43 and 225 fishing skill, however, I cannot turn in this quest. Won't let me. Is this a glitch?

Any help would be appreciated.
