Paladin Question about Consecrate

Does Consecrate properly scale with 33% of spellpower here? Because I’ve noticed it only scales with 10% of JotC here.

It should be 33% of the spell damage spread evenly over 8 seconds.

Also I meant SoR seems to scale with 10%. Consecrate (at rank one, anyway) doesn’t appear to scale at all.
