Mage Spell hit formula bugged?

I'm trying to AoE farm DM East lashers on my Mage at 52, and even though these mobs are only 2 levels higher than me, they're resisting like crazy. Out of the ~10 attempts I made, not a single time was I able to successfully Frost Nova all of them, every single time, at least one of them resisted.

Dafuq is going on? Against mobs 2 levels higher, there should be a base 94% chance to hit, and the +6% hit talent Frost has should be boosting that up to the cap (99%), but the mobs are still resisting over and over again.

That and, they seem to be resisting the slow from Blizzard, even though they're taking damage from it.

Its possible the mobs themselves have Frost Resistance.

Theses mobs have 54 resistance to everything except shadow. There they got 108.

I always used flamestrike/coc in there
