Will there be one?
As it's is march 14th there's still no announcement on the matter of stress test. This event would serve as both testing your hardware and creating some additional hype to release. Since there's almost no promo or advertisement of server (as usual by twinstar) a stress test would draw some more attention from playerbase (there is already much hype around K3 after all that Elysium and Light hope's failures, but still).
Besides we all need to know how the server would behave when mad crowd of 20k click log in in the same time at 31th.
And if there will be a stress test it should be organized in a way Elysium's stress test was back at november 2016, not dull Ares stress-test which was basically just turning on the server for few hours (made no difference from then ongoing betatest). Btw Ely posted stress test announcement video nov-16 and the test took place nov-20 so it's not too late now to announce k3 Stest. There are some videos of it:
(promo announcing the test)
There are more, search youtube for elysium stress test.

A stress test is done on behalf of server resources... Kronos has already had these and the server is identical to K1 & K2 which have been running quite fine for years now, you could consider both their release dates to be decent stress tests for K# including the original Stress test.

Also... none of them actually cast spells... a real stress test includes a lot of players casting a flashy spell like blizzard or Rain of Fire... the only stress test thing they did was to use the lift at thunderbluff...

Also it is not a new project with a new core & server that hasnt been tested for this so for what purpose exactly ?

A stress test is essentially where you put the server through a test of how heavy a load it can carry and if certain things cause too much of a load, in wow such a test requires the usage of multiple flashy spells within the same are, countless dungeons being opened at the same time, large groups of chatty/fighting people & lifts in UC & TB or something similar etc.
