Interesting. On a 1 min cooldown seems like you could have it up most of the time.
 
40+80+120+160+200=600
It adds a total of 600 dmg to your casts. Each minute. Slower damage casts will give you a greater benefit than faster ones.

For simplicity. ToEP can also only do 5 casts.
175 * 5 = 875

Its 50% longer CD
875 / 1.5 = 583.3

As soon as you are getting a 6th cast off, ToEP is better.
6 casts is usually arround 15~ sec. The duration is 20 seconds.


It is a good trinket, but not better than other, more easily available ones.
 
I think it depends in how you time it with CDs and what class you are playing. As a Frost mage toep can be better because of presence of mind or if you play with the highly underestimated t2 set (but Kind quickening gem is still Vetter). As a fire mage I would not touch toep and talisman of ascension for stacking ignite (zandalarian hero charm for maximum spell damage for stacking).
But in fights where constant damage delays your casts (e.g. firemaw, vael), toa is nice.

P.s. thinking about which trinket to use for which fight often makes the difference between good and bad dps (rng however is ofc also a vers important factor if 2 players at the same skill level compete)

do ele shamans have enough mana to think about cd of caster trinkets?
