So, as it were in retail.. back then [Talisman of Binding Shard] would drop to one player, once. Will this still be obtainable?

Even tho it is not a big chance of acquire it, it would be cool to see someone running around with it.

It doesn't seem as though Blizzard intended to make this an actual item in the game since they removed it from the loot tables the same day it dropped. Blizzard just decided to let the player keep it.

It's also not on the loot tables for Kronos: https://vanilla-twinhead.twinstar.cz/?npc=12057 so yeah, it won't be dropping.

I'm pretty sure it's been said somewhere that they don't plan on having it in the game.

The reason being that it wasn't supposed to be in retail vanilla at all, and having one slip through, though a cool little quirk and lore, is silly when it's on a server that is striving to be the best of vanilla.

Having one in all of WoW is different than one on a single server, especially when it's intentional.
