Druid Tiger's fury not affecting rake's initial damage?

Not sure if this is a bug or not but i think tiger's fury should work for rake because the first hit is not considered a bleed(mobs with bleed immunity only resist the dot portion) would like some clarification.
 
You are wrong. Rake deals fixed damage(like e. g. Thunderclap) and isn't influenced by any buffs except for % increased damage.
