Paladin vengeance/SoC

I was browsing Light's Hopes forums and I came across one of their changelogs.
-"Seal of Command now receives the correct benefits from spellpower and attack power, and correctly double dips with Vengeance"

and it was described as follows

"Seal of Command literally hits like a truck now with Vengeance adding +15% to the front loaded weapon dmg calculation and then another +15% the back end Holy dmg."
So is this blizzlike and is this how it works on Kronos?

No, it does not, neither does weapon spec talents increase SoC or SoR.

The correct (blizzlike) behaviour is that they should increase the damage

Vengeance would require far more extensive data due to weapon damage ranges
