Other Weapon skill broken on K2? No glancing blows?

So I've been looking through raid logs and noticed that melee dps is very high even in awful gear, is weapon skill broken on K2?
 
There is a post on this somewhere already. Like 6 days old. It is probably not scripted right indeed
