Mage Crazy amount of resist on sheep (pve)

Hi guys. I tried to sheep npc 4 levels bellow mine (i was 27 npc was 23) but i got resist like 10 times in a row. Tried on another npc -same thing. Not 10 times but at least 6 times in a row. Another npc - same result. Is resist mechanic working properly on this server? Its just crazy the amount of resist of the npc' far bellow my level!
 
I tried that on orcs in redridge mountain in that castle (tower) close to lumber mill (spider area). Will do some tests on other npc's in diferent areas
 
These mobs all have 100 Arcane Resistance, which is almost cap for lvl 22~ mobs. Unless you can prove that they should not have such high resistance to arcane there is nothing wrong here.
