Most fights you will be using frostbolt. Fireblast is a good spell to use when you can't get off another frostbolt off on a mob before it dies. Also, fireblast can be when you need to re-poisition.
Other fights, such as Razorgore, it may make sense to use Scorch/Fireblast if you won't be able to get off a frostbolt due to mobs dying fast.

Frostbolt x ∞.
Fireblast is only worth using if you're moving and PoM is on cooldown.
The DoT on Fireball is worthless as it A.) Doesn't scale at all with Spell Damage and B.) Gets pushed off for being considered a "trash" debuff (because it is).

Yeah, Frost Mage PvE is just endless Frostbolt spam, it's really not worth it to cast anything else. Fire spells don't get the crit bonus from Ice Shards, and the DoT from Fireball is pathetically low amount of damage.
Only other damage spell you'll ever use is Fire Blast if you have to move, or maybe Blizzard if there are a lot of adds to AoE down.

At low levels, Frost Bolt x3 FBlast rinse repeat. Once you get lots of spell power I guess it could be debatable, that's where theory crafting comes into play, but...maybe?
Don't use Fireball, first and foremost, you won't be specced in it and a 3.5 second Fireball isn't worth it (For world grinding, starting off with a FB to pull the mob is another thing, but it usually looses out because it's not worth not having the slow on the mob unless it's a caster.)
