THe rules of Kronos state "No casino type activity is allowed". Are we not allowed to have a guild event like a lottery? We used to do this all the time on retail, and many of my guild members would enjoy a raffle, and many would like to have one. Is this allowed within a guild, (not in general public)?

I think it's no problem in a trusted environment like a guild or a group of friends. If you advertise like a maniac outside of a bank though and the rules aren't clear etc. it's a whole different kind of thing. In those kind of situations the 'casino host' can just abuse other players. Eventhough he might be saying you have a decent chance of doubling your money, you could still have 0% chance.
TL;DR: I think it's no problem to do it in a trusted environment where the rules are clear, for example in a guild.
