Does anyone have the generally agreed upon "best" builds for the following situations:

- leveling

- PvP

- PvE raiding

Wowprovider is now down, so all those builds can't be seen

Depending on which pet you use and if you think you can keep your pet alive, use this or this once you get 8% hit from gear.
Survival spec is inferior until Naxxramas.

The builds you linked are optimal, you should use 3% Hit scope on bow and spec into BM. Though I'd put 2 points in Improved Revive Pet - YES BM / MM IS THE BEST SPEC.
You said until you have 8% Hit but that's a lie, 9% Hit is the cap not 8% Hit. You might not notice yourself missing much but you do sometimes and 9% Hit in current content is fairly easy to get.

Regarding Survival, you should never ever spec into it, Hunters in Naxxramas are sort of a waste of slot since Mages / Locks just wrek that place down, therefore if you have 2 hunters in a raid 100 AP for the melee group gives more DPS overall than you speccing into Surv (it gives you 100 AP, the other 4 melee and the pet aswell).
