Druid Improved Mark of the Wild

Can someone verify that Improved Mark of the Wild is working?

The spellbook tooltip says I should be getting one thing, but the buff actually provides lower stats. Seems like the 30% gain from taking 5/5 points isn't working.

Can't you just take a look at the character screen to determine whether your stats increase by the proper amount?
It's normal though, the buff usually shows the stats you'd get without any talents even though the talent is working. It's the case for paladin buffs too.
