PvP rank cap

I have just come to an unconfirmed information, that PvP rank is caped at low levels (level 30 can't be Knight for example). Is it true? And if yes, is it implemented?

I'm writing this because i don't have a time now to find proofs, so perhaps someone else can find something about this.

Also, this can't be tested on Beta, because everyone have r14 from the start.

Does not matter since at level 40 you can't have rank 11.
Level 40 is allowed to have rank up to 5.
