Rare spawn timer & server crash

Hey guys,

I was wondering what impact server restarts/crashes have on rare spawn timers.

I read somewhere it resets the timer meaning if the server is not stable enough we will never see the rares with timers longer than a day...

Can anyone confirm/infirm?
 
Server crashes/restarts/shutdowns have nothing to do with rare spawns. That's it.
