Server times for Gurubashi Arena / Fishing

What are the server start times for Gurubashi and Fishing Extravaganza? I've been to the Arena at 3pm and 6pm server time but the event does not start. Similarly, the TwinHead website says that the Fishing event is occurring now, but it's 6:35pm Sunday?
