While I'm leveling a shaman, I've been trying to come up with a spec to have multiple purposes. I like to PvP, as much as be able to run dungeons. Now this wouldnt be a raid friendly spec because obviously there is no mana Tide totem. What this will allow you to do though (In theory because I still havnt hit 60 to try it), is to do some BG's/W-PvP (With healing, and be a damage dealer), and be a healer for pre-raid instances.

http://db.vanillagaming.org/?talent#hVcuxc0oZZEcc00eq

For the Resto tree we grab the spells to help reduce healing time, cost, and effectiveness. These will help out it both PvE/PvP. We also grab the two talents Ancestral Healing, and Healing Way to give tanks healing buffs. Nature's guidance is in there for the PvP aspects as we will not want to miss with our shocks. This is our main damage dealer. To wrap it up, Tidal Mastery to get the extra crit for Heals/Lightning. Lastly, Nature's Swiftness for that instant heal, or killing blow from a Lb. We are missing Restorative Totems/Mana Tide for raids, but like I said. This isnt a raiding spec.

In the Ele tree Concussion for he extra shock/LB damage.
Elemental Warding for Mage/Locks, and PvE scenarios.
Call of Flame for PvP totem damage.
Elemental Focus is a given, Free spell.
Reverberation over Call of Thunder because in PvP shocks will be your main damage since we cannot grab Lightning Mastery.
Eye of the Storm we no longer have kickbacks from casting in PvP.
Elemental Fury for the extra crit damage.

The gear would revolve around Ele gear for PvP, and Resto gear for PvE. Now you could just say why do you just respec. This is true, but having to respec consistently as a casual player gets very expensive (even though its at a 10g cap on this sever) , and I don't want to keep respecing if I am not healing in raids. This would be a spec for the casual Resto shaman who wants to PvE heal dungeons, and PvP at the same time. Let me know your thoughts.

All my shaman spec 0/22/29 for pve and i got hwl with 21/7/23 spec

kronos respec cost is capped at 5gold meaning you dont need a hybrid spec. you should respec into optimum roles even if just for 3-4 hours when raiding and go back to world/pvp/dungeon spec after that. i am almost never not specced for the situation i am in

My PvP spec: 0/21/30
http://db.vanillagaming.org/?talent#hZVbf0xhzZVcft0xq

This is a pure survivability healing spec disregarding dps (with the exception of lightning shield). If your doing dps then ultimately you're not healing. In my opinion you should be focused on 2 things while PvP healing: keeping yourself and those around you alive and kiting.
Let me explain my choices here.
Resto tree:
Improved Healing Wave 0/5
Healing Wave takes too long to cast, even with this time reduction it will hardly ever be used.
Tidal Focus 5/5
Efficiency.
Ancestral Healing 3/3
25% bonus armour - yes please.
Improved reincarnation 0/3
I guess it's relatively useful but not really something to use in PvP situations.
Totemic focus 2/5
Efficiency and for lack of a better option.
Nature's guidance 3/3
Clutch matters as a healer. And that one time your spell misses could cost you your pixelated life. 100% put all three points. Frost and earth shock benefit mostly from this and it will basically be the majority two offensive spells you will be casting (if you have mana problems, down rank the two spells as the primary function of these spells are it's effects and not the damage).
Healing Focus 5/5
You will be constantly focused on so less spell push back means more heals per sec means more survivability.
Totemic Mastery 1/1
10 yard increase is super bonus for everyone else around you. Good efficient point.
Healing Grace 0/3
Useless in PvP.
Restorative Totems 0/5
People may disagree with me here but I don't think you are static enough for healing stream totem to be useful. I think points are better spent elsewhere. Healing stream is probably the most efficient healing spell that shamans have but you'll be casting your earth and wind totems first before you cast water ones. I prefer the more situational totems as a necessity instead of having to rely on totems on a continuous basis to survive. Also to note, damage avoidance is better than damage mitigation, hence points being spent elsewhere (enhance tree).
Tidal Mastery 5/5
5% critical to heals that synergizes with Ancestral Healing
Healing Way 0/5
Healing Wave not used often enough
Nature's swiftness 1/1
Use in conjunction with max rank healing wave or chain heal. Saves lives.
Purification 5/5
10% to heals. Self explanatory.
Mana tide totem 0/1
Battles usually last short periods of time in PvP. Not really useable in PvP, also an easy target and smart pvpers just destroy it when seen. If you need mana drink.

The enhance tree is the tricky bit. A lot of options here for survivability but the idea is you are going into this tree solely for the purpose of keeping alive.

You can mix and match here and I'm not entirely sure myself as I haven't done much theory crafting (would appreciate the info).

Ancestral Knowledge 0/5
I guess this depends on how often you go oom. Although a larger mana pool means more heals, I would argue that it really isn't that much. At pre raid gear this 5% increase amounts to about 300 mana... :( nothing special.
Shield Specialisation 5/5
160 mana or more chance to block and increase block? I would go for this option. Mitigation is preferred in this aspect because the use of a shield is just a better option for survivability and 300 mana is kinda meh...
Guardian Totems 2/2
Increased damage reduction against melee is quite nice but most importantly the reduced CD of 2 secs on grounding totem increases your dominance over casters. Not only does it prevent damage but it wastes their time in casting.
Improved Ghost 2/2
1 sec cast allows for better kiting. And getting tfo.
Improved lightning shield 3/3
A 15% increase in 1 GCD cast damage is pretty epic. Especially against quick melee DPS (rogues: your worst enemy). This really helps. Also to note it's melee ranged and spells. Lightning shield should be applied always. ALWAYS (Unless you need to heal :p). It's really your only chance against rogues, that and your shocks. So I highly recommend this. If you don't like this you can put points into toughness but it really isn't that much better.
Anticipation 5/5
Dodge = no damage vs melee (except against overpower there are other exceptions on your attack table as well). You can dodge and block while casting so all in all pretty god damn good.
Toughness 3/5
Now this one is a bit tricky. At lvl 60 pre raid gear as a healer gets you to about 4000 armor (you will be wearing leather, I strongly advise against cloth). This equates to about a 2% increase in damage reduction with 5/5 in this talent. Now it's not that significant but still a good bonus. Just put enough to get to the next tier. I have placed dodge as more important than armor as once again avoiding damage is better than mitigation (keep in mind of push back when healing as well).
Parry 1/1
Add an additional skill to your attack table preventing damage by 6.2%. I think this 1 point is incredible for survivability and this is why I believe it's better than mana tide totems.
All the other talents in enhance are basically for damage. So none of them are needed.

Hope this helps. If you have any constructive criticism let me know! As I mentioned previously I haven't done all the math and have gathered all my sources from wow wiki.
This is of my own opinion with the help of other guides I found in vanilla wow.

Is the loss of mana tide really worth it? I know Onslaught speedrun things crazy fast, but in our guild it really helps out to do a mana tide switching tactic in order to help priests/druids have more mana for progression/long fights.

How much mana does mana tide regen? 7-800? If your healers aren't showing up for raids with proper consumables then that's kind of on them isn't it?

Any chance you can provide a picture or a link to the mentioned build?

Keep in mind that about 11 points in Enhancement are completely filler on your way to 2/2 Improved Weapon Totems. You lose Mana Tide and 2% healing for a considerable damage boost. If your guild is doing good damage, you will never use Mana Tide anyway and chances are you're grouped with melee to begin with and not 4 mana users.

Thank you for the build. So your Shamans rarely use Healing Wave since you're not using the -0.5 sec cast time and Healing Way?

Also you don't find increased effectiveness on Mana Spring Totem more important now that there's no Mana Tide? Do you think it's maybe worth to only take 2/5 in Totemic Focus to put 3/5 in Restorative Totems?

As for the Enhancement part of the build I would definitely, personally, take another route to get to Improved Weapon Totems.

Our fights are so short in farmed content that Mana Tide is literally wasted. Most of the shamans can spam max rank chain heal or lesser healing wave for the entire duration of most fights.

Thank you for taking time to answer the questions.

So you would use a different approach on content that you're progressing on?

AQ40 I have been running 0/7/44.

The only fight it seems to matter on is Twin Emps at the moment.

Skeram, Bug Trio, Sartura, Fankriss, Viscidus and Huhuran are low-intensity dreadfully sub-60 second fights which we haven't even optimized yet or pushed speed. Twin Emps and to a smaller extent Ouro and C'Thun are the only fights I'm even using mana potions (sometimes runes) on.

In time as guild damage continues to ramp up, threat increase, healing increases and knowledge and performance increase, I easily forsee 0/22/29 again in AQ40 as the norm.

I really appreciate your time and effort.

I am currently in a raiding guild doing ZG/MC/Ony/AQ20 pretty much on "farm status", so I will be looking into trying out the talent build in these raids. We will start our BWL progression next week, so here I will probably stick to my old 0/5/46 build with improved Ankh for wipe protection.

Thank you!

Can you elaborate on your pvp spec and your general strategy in play and gearing?
