WC quest item drop rate

Hello guys, I went WC yesterday and I have the feeling that thé drop rate of quest items is quite low. As I can remember from offi vanilla, every player had completed all quests during one run. But now, everyone had less than half of required items and some items like wailing essence droped like 2 for the whole run. Is it bugged or is it rly blizzlike like this? Do you have experience with this also in Other instances? The other question is about pulling groups. It seems that mobs are somehow linked together and doesnt matter how far from each other they are, they get pulled always together. Thanks for your comments :)
 
No. no no no. If everybody had all quests to do, not everybody could complete it. At least in vanilla, might be different in other expansions.
Some raptor packs, for example, were always linked.
