I did this twice and will be a third which I'm taking 13/0/38 MT spec (will handle in another thread). You can easily kill 2 at a time with little effort due to concussive blow + 45% revenge stun. 1 mob is stun locked.
Before you go into the protection tree you first must get 5/5 tactical mastery. This allows you to stance dance without rage loss and max your player for situations, depending on what type of mob you are fighting.
Leveling Path:

You will then increase your crit in arms and start beefing up your defense (note a 2 hand or duel wield is still viable at this point)

Then get after 45 you will be using just 1H + Shield while you work your way up the talent tree with this:

Remember in the following examples that you will not be using rage for MS / Bloodthirst and the works.
Melee Mob Example:
Fury stance, bloodrage - extra rage from imp bloodrage and stance dance to Arms (maintain all of your rage) and charge(extra rage from improved charge). Enough rage for instant rend + thunderclap + white hit. Swap Def Stance, Shield block to get revenge strike to proc (1/3 improved talented for 2 blocks) + 2 white hits disarm. Disarm expire concussive blow. That is your open.
Watch for overpower chances as revenge chances, they share same cool-down. So best combo is if the mob does not have thunderslap & or disarmed, use revenge to attempt 45% chance to stun. If the mob is getting close to death or has a damage reduction on them, swap arms overpower + execute / swap DEF.
** refreshing thunderclap is too costly. keep rend up. revenge until you can execute then use over power. Heroic strike is used if revenge/over power is not up, and mob has > 3 seconds rend.
End with 75% HP or more.
Caster Mob Example:
Fury stance, bloodrage - extra rage from imp bloodrage and stance dance to Arms (maintain all of your rage) and charge. Right before first cast finishes shield bash to pull them to a safe area, rend during this, (should have about 35 at this point) Right before there next cast use fear, swap fury intercept, white hits, then concussive blow before next cast, shield bash would have cooled down, use it. When they start coming for melee you will get revenge procs for 45% stun chance. Warstomp. If they CC you and back up, swap to fury, blood rage and get ready to intercept again.
End with 85% HP or more and healers will never get a heal off.
Rend is strong in this spec because on only having a 1h. If Duel wield is 20% more damage, then that means rend is 20% more effective with 1h due to not being weapon damage.
Also you will dominate 5 mans while leveling and make a quick name for yourself as well as a lot of healers will have you on their friends list due smooth/easy instances in proc spec.
Chance on hit weapons or + X damage/sharpening stones are strong when you go with 1H + Shield as the very weak revenge benefits from this a lot.
Because of the stance dancing this is the most fun leveling path to take.
